New Regulations Concerning Access of Indian Students to Higher Medical Education For the Academic Year 2018-2019

In 2018, the Embassy of India in Ukraine informed that Indian Citizens/Overseas Citizens, intending to obtain primary medical qualification from any medical institution outside India from 2018 onwards, shall have to mandatory qualify the “National Eligibility-cum-Entrance Test for Admission to MBBS course”, an external national assessment for entry to study for a Bachelor of Medicine and Surgery (MBBS) degree, and provide an appropriate certificate to an educational institution.
Subsequently, in consultation with the Medical Council of India (MCI), the Ministry of Health and Family Welfare of India, has decided to grant one-time exemption from the requirement of qualifying NEET for the academic year 2018-2019 to only those who had not registered at all for NEET 2018 and desired to take admission in MBBS or equivalent medical course in a medical university outside the country in the present academic year 2018-2019, if the candidate justifies valid reasons for not registering for the exam and obtain eligibility certificate from the Medical Council of India (MCI). The Medical Council of India may at its discretion verify from the CBSC whether such undertaking is genuine or not. In case, the undertaking is proved fake, false or forged, appropriate action as permissible in law, including cancelation of eligibility certificate, would be taken against such candidates.
The Embassy of India in Ukraine also informed that from September 2018, Indian students are not recommended to enter some higher education institutions of Ukraine (Note of the Embassy of India in Ukraine № 326/1/2018, June 22, 2018).
