The cost of recognition services for education documents issued before May 15, 1992
by the education institutions of the following member states of former USSR:

the Republic of Azerbaijan, the Republic of Belarus, the Republic of Armenia, the Republic of Kazakhstan,
the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan,
Turkmenistan, the Republic of Uzbekistan

Reports issue procedure

1. As soon as the validation procedure is completed, the Applicant will receive a scanned copy of the validation report to the e-mail the Applicant indicated in the application while submitting it. In addition, you can find out about the report readiness by writing to us at JLIB_HTML_CLOAKING or by calling +38 044 486 20 43, +38 044 486 25 43.

2. You can receive the ready-made documents following the issuance schedule at our office.

The applicant can collect documents only upon presentation of a passport or other identity document.

Documents can be collected by:

  • the applicant;
  • another person whose name was indicated in the application form while submitting documents (including the owner of the documents that were submitted for the validation procedure).

Regulatory framework

Resolution of the Cabinet of Ministers of Ukraine dated 28.06.2024 No. 758 “Certain Issues of Admission and Education (Internship) of Foreigners and Stateless Persons in Institutions of Vocational, Professional Pre-Higher, and Higher Education of Ukraine”

Admission Procedure for Higher Education Programs in 2025 (approved by the Order No. 168 of the Ministry of Education and Science of Ukraine, dated 10.02.2025).

Submission procedure

Submission of documents is available in electronic form.

It is necessary to register a Personal Cabinet and create an electronic application.

High-quality scanned copies of documents must be attached to the electronic application. The applicant is responsible for the completeness of the prepared package of documents, the correctness of its design and the correspondence of electronic copies to the original documents.

Document submission procedure

1. Prepare a paper-based package of documents according to the list of documents and make their scanned copies.

List of documents:

  • Application for the validation procedure (application form);
  • Personal Data Processing Consent (singed by the applicant and the holder) (application form);
  • A scanned copy and a Ukrainian translation of the legalized foreign educational document;
  • A scanned copy and a Ukrainian translation of the legalized supplement to the foreign educational document (original documents must be presented upon request);
  • Copies of documents verifying the identity of the applicant and the holder of the foreign educational document, if the holder is not the applicant (with Ukrainian translations if necessary).

2. Register on the website following the instructions “Registration of documents in the Personal Cabinet.”

3. Create an electronic application in your Personal Cabinet. Attach high-quality scanned copies of documents according to the list of documents.

4. Submit the application for processing. To do this, select the “Send for processing” operation in the list of available actions.

5. Receive confirmation of the correctness of the documents or a specialist’s recommendation on the need to finalize the package. The consultation is provided via Personal Cabinet or by email.

6. Pay for the validation service and, if necessary, courier delivery expenses to send the validation report.

7. Track the processing status of your documents in your Personal Cabinet.
