REGULAR SUBMISSION

Submission of documents on a regular basis is available in electronic and in paper format. Regardless of the method of submission you have chosen, it is necessary to register a Personal Cabinet and create an electronic application. High-quality scanned copies of documents must be attached to the electronic application. The applicant is responsible for the completeness of the prepared file of documents, the correctness of its content and compliance of electronic copies with the original documents.

1. Electronic submission

We strongly recommend that during martial law you should use this form of documents’ submission and avoid sending a file of documents in paper form. This will greatly simplify the procedure and save your time (the cost of remote submission is paid additionally), as well as the resources of our Centre in this extremely difficult period. The algorithm for submitting documents is as follows:
  1. Prepare a paper file of documents according to the Document List and make scanned copies of the required documents .

  2. Register on the website according to the instructions "Registration of documents in the Personal Cabinet". The personal account becomes available only to registered users.

  3. Create an electronic application in the Personal Cabinet. Attach high-quality scanned copies of documents. Now you can check the status of document processing in the Personal Cabinet.

  4. Submit the application for processing. To do this, select the "Send for processing" operation in the list of available actions.
    Electronic application submitted for processing (with the obligatory attachment of scanned copies of documents) is processed within 10 working days. During this time, the Centre's specialists check the completeness of the file and the correctness of the documents.

  5. Receive confirmation of the correctness of the documents or a specialist's recommendation on the need to finalize the file.
    The consultation is provided via Personal Cabinet, by e-mail or regular mail, or by telephone.
    In case of correct registration of documents and completeness of a file, our specialist will form for you the application for submission of documents and will inform that you can send out the documents.

  6. Fill out the application for documents submission.

  7. Put your qualified electronic signature (QES) on scanned copies of documents and applications. You can do this via Diia app, on the websites of the Central Certification Authority of the Ministry of Digital Transformation or on the website "Public Services Online" Diia". Send a package of documents to the e-mail address of the specialist who will process your application.

  8. Pay state fee and recognition services, remote submission fee, and, if required, courier delivery expenses.

  9. Track the processing status of your documents in the Personal Cabinet. After receiving SMS about the decision, collect it in our office in Kyiv or, if you order a courier delivery, wait for a call from our specialist and the dispatch of documents.

2. Paper documents’ submission

Sending the file of documents in paper format is a suitable option if you have no opportunity to put qualified electronic signature (QES) and submit electronic application and file of documents.

  1. Prepare a paper file of documents according to the Document List and make scanned copies of the required documents.

  2. Register on the site according to the instructions "Registration of documents in the Personal Cabinet". The Personal Cabinet becomes available only to registered users.

  3. Create an electronic application in the Personal Cabinet. Attach high-quality scanned copies of documents. Now you can check the status of document processing in the Personal Cabinet.

  4. Submit the application for processing. To do this, select the "Send for processing" operation in the list of available actions.

WARNING! If the documents submitted by the applicant are incomplete and (or) incorrectly filled out, or the submitted foreign documents on education are not subject to recognition in accordance with applicable regulations, they are returned to the applicant without consideration on the merits with notice of the reason for refusal.

SUBMISSION PROCEDURE

Under martial law we offer the following options of documents’ submission:

  1. Submit a file of documents in electronic format, signed by QES (qualified electronic signature) of the applicant: by submitting all documents in electronic format, collecting a certificate in our Kyiv office or ordering courier delivery to the address of the applicant.

  2. Submit a file of documents in paper format: by sending the file by courier service or via representative and collecting a certificate in our Kyiv office or ordering courier delivery to the address of the applicant.

  3. Take advantage of the remote form of submission of documents: includes preliminary analysis of scanned copies of documents, provision of recommendations to the applicant, submission of electronic documents certified by QES (qualified electronic signature), or paper package by courier service, including sending out a certificate by courier service to the applicant. Please read detailed information on remote submission of documents (without a visit to the office).

Pay attention! Regardless of the method of submission of documents you have chosen, it is necessary to register your Personal Cabinet and create an electronic application. High-quality scanned copies of documents must be attached to the electronic application. The applicant is responsible for the completeness of the prepared package of documents, the correctness of its content and the compliance of electronic copies with the original documents.

Due to the need to comply with the requirements for confidentiality of information obtained in the process of working with documents, we have no right to disclose it to third parties by telephone. Therefore, all recognition information is provided by telephone only to applicants and/or holders of foreign educational documents.

Please indicate in the application the active e-mail address, active contact numbers and the actual postal address.

Some files of documents may require pre-processing during 10 working days after receipt and registration. During this time, the Centre's specialists check the completeness of the submitted documents and the correctness of their content.

If the documents submitted by the applicant are incomplete and (or) incorrectly filled out, or the submitted foreign documents on education are not subject to recognition in accordance with applicable regulations, they are returned to the applicant without consideration on the merits with notice of the reason for refusal.

Processing educational documents in the Ministry of Education and Science of Ukraine is as complex and responsible task as processing any other documents of yours in visa centres, embassies, etc. Therefore, we kindly ask you to treat this process responsibly and follow our recommendations as accurately as possible. This will greatly simplify and speed up our cooperation.

Pay attention! The processing of documents starts the next day after receiving a complete file of documents by specialists of our Centre and full payment (Article 253 of the Civil Code of Ukraine). Thus, the day of submission of the file of documents during the processing period is not included.

Conventions and Agreements

The recognition of educational documents in Ukraine is based on the Convention on the Recognition of Higher Education Qualifications in the European Region (Lisbon, April 11, 1997) and international agreements on mutual recognition and equivalence of educational documents and scientific titles.
The Convention on the Recognition of Qualifications (the Lisbon Convention) was jointly developed by the Council of Europe and UNESCO in order to promote recognition of qualifications awarded in one country (Party of the Convention) by another country (Party of the Convention).
The guiding principles of the Lisbon Convention are:

  • qualification holders should have adequate access to the qualification assessment
  • any discrimination against the applicant is prohibited
  • each Party of the Convention ensures the transparency, consistency and reliability of the procedures and criteria used in the assessment and recognition of qualifications
  • each Party to the Convention ensures that its education system is provided with adequate and clear information
  • decisions on recognition of qualifications are made within a reasonable period, which is determined in advance by the competent authority for recognition of qualifications and is calculated from the time of receipt of all necessary information on a specific request
  • recognition decisions are taken on the basis of relevant information on those qualifications, recognition of which is requested
  • in case of a negative decision or non-decision, the applicant should be able to appeal within a reasonable time.
The Lisbon Convention also addresses such important issues as the recognition of qualifications that give access to higher education, the periods of study recognition, recognition of qualifications awarded to refugees, displaced persons and persons in refugee situations, exchange of information on recognition of qualifications.

Ukraine also signs a number of bilateral agreements on mutual recognition and equivalence of educational documents and scientific titles. In particular, agreements were signed with the following countries:

  • The Argentine Republic;
  • The Republic of Azerbaijan;
  • The Republic of Belarus - was denounced by the Decree of the Cabinet of Ministers of Ukraine on April 9, 2022, № 417;
  • The Republic of Bulgaria;
  • The Socialist Republic of Vietnam;
  • Georgia;
  • The Republic of Equatorial Guinea;
  • Estonia;
  • The Republic of Kazakhstan;
  • The People's Republic of China;
  • The Great Socialist People's Libyan Arab Jamahiriya (State of Libya);
  • Mongolia;
  • The Republic of Peru;
  • The Republic of Poland;
  • russian federation - was denounced by the Decree of the Cabinet of Ministers of Ukraine on March 24, 2022, № 355;
  • Romania;
  • The Slovak Republic;
  • Turkmenistan;
  • Hungary;
  • The Republic of Uzbekistan;
  • Republic of Lithuania.

Some international agreements determine the equivalence of qualifications set out in education documents and allow recognition under the simplified procedure. However, part of such agreements contains certain conditions for the recognition of qualifications as equivalent. In such case, the procedure follows the general rules. Availability of agreement does not eliminate the need for a formal recognition decision.
